Navy loosens its tattoo rules so sailors can have more art on their necks, arms and legs
The new rules come into effect at the end of the month
They allow more tattoos behind the ears and on the neck, legs and arms
Current rules forbid markings on the head, face, neck and scalp and restrict the size of tattoos on the arms
Restrictions on tattoos made it difficult to recruit young people as many of them have body art 
The new policy doesn't apply to Marines, who cannot have sleeve tattoos
